Xiao Muo (Chen Bolin), a young man in his mid-20s, lives in an old neighbourhood in Taipei. His father died when he was a child and after his mother left, he lived with his grandmother with a vague memory of his mother. After the death of his grandmother, the old neighbours brought him up together. Unlike other youngsters who leave for better neighbourhoods, he stays where he is, living off temporary jobs such as delivery and repair in the firm belief that one day, his mother will come back for him. Busy and happy working in the street lined with little old shops, he has become a symbol of the neighbourhood.

One day, a beautiful young girl, Mei (Tong Yao), appears in the neighbourhood. She seems to have a voice problem and speaks in a very low voice. Xiao Muo finds her a place to stay, gets her a job in a little restaurant and takes her to an old Chinese doctor for treatment. His kindness seems to touch her heart, but does not help to lift her melancholic mood. Like Xiao Muo, others in the neighbourhood are kind to her and never ask where she is from.
