November 1984. Hohenschonhausen Detention Center. A prisoner is suspected of having helped a friend flee the country. State Security Captain Gerd Wiesler (Ulrich Muhe) interrogates him efficiently and mercilessly, using an arsenal of means to pressure the man, including sleep deprivation. Wiesler has his interrogation tape-recorded for use as an example in the classes he teaches at the College of the State Security (Stasi). Lieutenant Colonel Anton Grubitz (Ulrich Tukur), a former classmate of Wiesler's who now heads the Culture Department at the State Security, invites Wiesler to accompany him to the premiere of the new play by Georg Dreyman (Sebastian Koch). Minister Bruno Hempf (Thomas Thieme) is also attending the performance. Afterwards, at the premiere party, Hempf cannot seem to take his eyes off the attractive lead actress Christa-Maria Sieland (Martina Gedeck), Dreyman's girlfriend.

Lam (Dayo Wong) is a salesperson of a bra shop at the Wealth Plaza, whose owner Chiu prefers his tenants to play Mahjong with him once a month as substitute for rent. Chiu's son, however, feels that the merchants are swindling his father and decides to evict all of them out. This leads to an ultimate mahjong tournament between the plaza tenants led by Lam, and a mahjong master hired by Chiu's son to ensure victory.
A sex therapist who has never had an orgasm, a dominatrix who is unable to connect, a gay couple who are deciding whether to open up their relationship, and the people who weave in and out of their lives, all converge on a weekly gathering called Shortbus, a mad nexus of art, music, politics and poly-sexual carnality.
Thunder (Ronald Cheng) is a god from the heavens who once helped Ding Dong, a mortal child, and who promised Ding Dong that he will always help him out whenever he's in trouble. When Thunder forgot all about his promises, he's forced to go to earth to help Ding Dong, now an adult and a total loser, solve all of his problems in life.
